WI Enrollment Services Center
In 1996, the Wisconsin Department of Health and Family Services (DHFS, now the department of
Health Services) contracted with AHS
to become the Enrollment Contractor and assist the state with Medicaid managed care expansion.
At that time, enrollment into Medicaid and BadgerCare HMOs (Health Maintenance Organizations)
became mandatory for consumers in zip code areas where there are two or more HMOs available
from which to choose. We began to provide enrollment, education and outreach for the SSI
Managed Care Program in 2005. AHS has been the exclusive resource for managed care enrollment
services for the past 13 years in the State of Wisconsin. This experience uniquely positioned
AHS to assist the Department with successfully designing, developing, and operating its new
Enrollment Services Center Project.

Role of the Enrollment Services Center
Under the Enrollment Services Center Project, AHS staff:

Provide complete intake and eligibility processing services for Childless Adults applying for or
interacting with BadgerCare Plus and other related programs.

Offer comprehensive, unbiased, and medically/culturally sensitive HMO Enrollment Services for the
BadgerCare Plus for Childless Adults program, the BadgerCare Plus for Children and Families program
and for the Medicaid SSI Managed Care program.

Provide Member Services for BadgerCare Plus for Childless Adults, including ongoing benefits
management; offer technical support for the web portal (
www.ACCESS.wisconsin.gov); and answer
general questions in our capacity as a resource and referral agent for childless adults interacting
with BadgerCare Plus for Childless Adults and other related programs.

Process electronic payments from applicants, members, employers and other entities associated with
BadgerCare Plus for Childless Adults enrollment.
Our Staff
The Wisconsin Project's home offices are in Madison and Milwaukee.
Staff are available to assist clients via telephone on weekdays
between 7:00am and 6:00pm. We have bilingual Spanish and Hmong staff as well as access to services
for clients who speak other languages and for clients who are deaf or hearing impaired.
