As a way to increase access to available programs and services, decrease the number of uninsured, and bolster existing enrollment infrastructure, states are slowly beginning to streamline the program application process and maximize the use of technology by launching enrollment/eligibility centers. These centers act as the hub for what is coming to be known in many states as a “no wrong door” policy for assisting potential eligibles in enrolling a variety of programs. In 2008, AHS was selected to assist the State of Wisconsin in the development and implementation of an enrollment services center called the BadgerCare Support Center (BCSC).

Childless Adults – who historically accessed BadgerCare Plus (SCHIP expansion program) through county welfare offices – are the first to access services through the new, centralized BadgerCare Support Center (BCSC) that handles intake and application services, Health Plan enrollment, program outreach and technical support. Wisconsin’s goal is for all Childless Adults to enroll either through the Internet or over the telephone. Eventually, the BCSC will be used by all BadgerCare Plus Enrollees.

As the central resource for application assistance, eligibility and membership inquiries, benefit plan details, Health Plan choice, and provider billing and as the BCSC contractor, AHS was responsible for assisting the Department with launching:

• Complete intake and eligibility processing services for Childless Adults applying for or interacting with BadgerCare Plus and other related programs.
• Comprehensive, unbiased, and medically/culturally sensitive HMO Enrollment Services for the BadgerCare Plus for Childless Adults program, the BadgerCare Plus for Children and Families program and for the Medicaid SSI Managed Care program.
• Enrollee Services for BadgerCare Plus for Childless Adults, including ongoing benefits management; offering technical support for the web portal, and answering general questions in our capacity as a resource, referral, and enrollment agent for Childless Adults interacting with BadgerCare Plus for Childless Adults and other related programs.
• Centralized application and payment processing for the BadgerCare Plus for Childless Adults Employer Buy-Up program.
• Electronic premium payment processing from applicants, Enrollees, employers and other entities associated with BadgerCare Plus for Childless Adults enrollment.
