The Medicaid Managed Health Care Selection Services Project provides Medicaid consumers with a single, consistent resource for balanced, factual information about available managed care options before, during and after selection into a Managed Care Plan. Project interaction with consumers results in:
- increased comprehension of the philosophy of managed care,
- the provision of unbiased information regarding Medicaid Managed Care Plans (MCPs),
- more informed and timely decisions being made by consumers about selecting a "best fit" MCP, and
- more appropriate use of a "medical home".
MCPs and their associated primary care providers function as the "gatekeepers", assisting, guiding, and overseeing consumers' utilization of health services. The Ohio Department of Job and Family Services (ODJFS) has recognized that an MCP's gatekeeping function is undermined if the consumer is not well educated about managed care and the role of the MCP. Thus, the Selection Services Project was created to educate potential managed care enrollees with respect to these issues (MCPs are not allowed to conduct direct marketing to Medicaid consumers). The project staff must deliver an accurate, understandable and culturally diverse presentation so that the benefits of managed care can be realized. A primary objective of the front-line Selection Counselor is to promote MCP selection choice by the Medicaid consumer and to foster positive attitudes and behaviors towards the health care delivery system by educating consumers about their rights and responsibilities as MCP members.
