In 1996, the Wisconsin Department of Health and Family Services (DHFS) contracted with AHS to become the Enrollment Contractor and assist the state with Medicaid managed care expansion. At that time, enrollment into Medicaid and BadgerCare HMOs (Health Maintenance Organizations) became mandatory for consumers in zip code areas where there are two or more HMOs available from which to choose. Four years later and due to the success of the initiative, AHS was awarded the contract for an additional four years, beginning in July 2000.

Role of the HMO Enrollment Specialist.
The Enrollment Specialist is responsible for assisting recipients (Medicaid and BadgerCare-SCHIP-consumers) in making unbiased and informed decisions about which HMO plan is best for them. We also perform outreach and education functions designed to increase awareness of the Managed Care Program. As part of our community-oriented activities, the Enrollment Specialist works with community-based organizations, local public health departments, county or tribal human services departments and enrollee advocacy groups to provide education and outreach specific to enrollees' cultures and environments.

Our Staff.
The Wisconsin Project's home office is in Milwaukee, and houses our Telephone Unit Enrollment Specialists. The Enrollment Specialists are available to assist clients via telephone on weekdays between 7:00am and 6:00pm. We have bilingual Spanish and Hmong staff as well as access to services for clients who speak other languages and for clients who are deaf or hearing impaired.
